IE6 jQuery Upgrade Prompt

We needed a script for one of our websites that made use of the existing jQuery library we use, to display a notice to visitors using the legacy Internet Explorer 6 browser. We came up with a script that uses jQuery to append and animate the a notice to the top of everypage it is included on.

We have provided the script, css and the code needed to include it. We would like to hear back if you have any suggestions for improvement.
